Deputy Chief of Party (DCOP)

Cardno International Development (Cardno ID) is seeking candidates for Deputy Chief of Party (DCOP) for the USAID funded, Cardno ID managed five-year $6.6M contract to build the public financial management capacity of North Macedonia’s Local Government Units (LGUs) to increase their own-source resources, access external funds, and enhance their budget execution rate in compliance with central government requirements. SRMA will work with LGUs and the Government of North Macedonia (GoNM) to accomplish four objectives: 1. Local Government Own-Source Revenues Increased; 2. More External Funding Accessed; 3. LGUs' Budget Execution Rate Increased; 4. Decentralization Process Enhanced. Private sector engagement, gender and social inclusion, financing for self-reliance, long-term sustainability, and innovation are core pillars of Cardno ID’s approach to SRMA’s implementation.
 
By the end of October 2022, based on performance evaluation and USAID approval, the DCOP is expected to transition to Chief of Party (COP) and take on the SRMA COP responsibilities.  This anticipated transition contributes to Cardno ID’s localization strategy for 100% local leadership and will ensure that the technical and institutional knowledge gained through SRMA implementation remains in the country.
 
The position is open to citizens of the Republic of North Macedonia.
 
The role: 
The Deputy Chief of Party (DCOP) will support the Chief of Party (COP) in daily SRMA management and oversight of staff and partners, serving as Acting COP in the COP’s absence. S/he will support oversight of the technical implementation and use of project funds and will provide leadership and technical direction for achieving specific objectives as assigned by the COP. S/he will support the COP in overseeing performance of USAID SRMA subcontractors, partners, and collaborators and in cultivating productive relationships with USAID, other donors, and Government of North Macedonia counterparts at all levels. S/he will oversee all activities related to Private Sector Engagement and Capacity Building interventions to strengthen capacity at local and national levels. The DCOP will play the role of facilitator to build the eco-system of good governance at both local and central level. This position reports directly to the COP of USAID SRMA. The position requires significant coordination skills, technical knowledge, and experience to ensure coherence and consistency in urgent deadlines. Experience in developing countries, particularly experience in Balkans, is preferred.
 
Desired Qualifications for the DCOP:
 

  • A Master’s degree in public administration, finance, international relations or other related field and 10 years of senior management experience with progressively increasing responsibilities managing development projects, or 15 years of senior management experience to substitute the education requirement;
  • Proven success in working with non-donor actors to mobilize/leverage resources for development activities preferred;
  • Experience working with senior government officials and building consensus among diverse actors;
  • Experience managing complex USG contracts and agreements preferred;
  • Experience in public financial management and/or decentralization;
  • Proven history of promoting sustainability in development activities;
  • Familiarity with local context and decentralization efforts in North Macedonia preferred; and
  • Fluency in Macedonian and English required.
