We Effect is a development organisation founded by the Swedish cooperative movement in 1958 to support the development of democratic organisations and societies. In our international development cooperation programmes, we are applying a human rights-based approach supporting people living in poverty to secure their rights. 
We Effect works in 25 countries in Asia, Europe, Latin America and Africa through our regional offices in partnership with local CSO’s, farmer organisations, cooperative federations and other democratic organisations. For more information, see https://weeffect.org/. 
Financial services designed for women and men with limited resources, is an important tool in all We Effect’s areas of work. We are in early stage of development of the framework support to savings and credit associations as well as member-based groups that focus on solutions for savings, credits and insurances. Since the groups are owned by their members, the members also control and own the solutions. This is a major advantage, since this discourages people from borrowing too much and falling into a debt trap.

We Effect Europe Region offers a position as Programme Officer Gender Equality and Minorities or our office in Skopje. To strengthen the thematic and operational capacity of We Effect regional team in Eastern Europe and Western Balkan.   
 
Responsibilities:

  • Provide continuous support and technical assistance to the programme management, colleagues and partner organisations especially but not exclusively on gender equality, minority issues and organisational development. 
  • In her/his area of expertise, actively identify, promote, and facilitate and generate synergies within and outside the region; with colleagues, partners, CSOs and other stakeholders. 
  • Be a part of and support the programme management in planning, monitoring and evaluation of the projects and the programme. 
  • Fully participate on the conceptualisation of the programme and projects proposals.
  • Fully participate on elaboration of programme reports as well as to the development of the Annual Work Plan and budget.
  • Coordination of Programme/project Evaluations.
  • Conduct administrative and logistical tasks when required.  

 
 Examples of tasks:

  • Contribute to the documentation and dissemination of results of the programme activities, accomplishments and innovations. Recommend any possible changes based on the lessons learnt at regional/local level and suggest measures for improvement.
  • In view of the agreed activity plan for the period, participate on the review of financial and narrative reports as well as funds request from partners to We Effect.
  • Assess training needs in the field of gender equality and rural development and as required provide training to programme staff and partners.
  • Participate in Global Thematic Groups as assigned by Regional Director.
  • Assess the coherence and relevance of support to partner organisations/projects and its contribution to the goal of the relevant programme. Identify and recommend adjustments to improve impact.  
  • Assess proposals coming from partners/stakeholders and advice the Programme Coordinator on decisions to be taken 

 
Qualifications:

  • A degree in Social Sciences, Sociology, Anthropology, Development Studies or any other relevant field.
  • Documented knowledge of International Development issues, civil society development and particularily gender equality.
  • At least 5 years experience in a similar position preferently at an international NGO.
  • Documented experience of civil society networking and programmes.
  • Familiar with the Rights-based approach (RBA) 
  • Familiar with Logical Framework Approach (LFA).
  • Experience in Planning, Monitoring and Evaluation.
  • A good problem solver, analytical, creative and innovative.
  • Excellent verbal and written command of English and Macedonian. Albanian language is  considered as an extra merit. 
  • Excellent reporting skills.
  • Working knowledge of Microsoft Office.
  • Physically fit since the position demands regular international travelling and regional field monitoring. 
  • Driving license
  • Work permit in North Macedonia
