The Swiss-funded Groundwater Management, Use and Protection Program (GWP) financed by the Swiss Government aims at supporting North Macedonia in establishing a sustainable long-term, multilevel, and systematic groundwater management that enables collaborative, effective, and more transparent use of the groundwater resources.

• WATER PERMITTING / PERMIT MONITORING PROFESSIONAL

JOB DESCRIPTION

• Performs administrative-technical work for the needs of the Water Sector, review of the technical-investment documentation, including permit requests; support the drafting of permits; support the administrative supervision in the implementation of the law and licensing of operators;
• Provide support in updating and upgrading the Water Information System (WIS) register of water permits, and water permit and consent management system in line with the national legislation, as well as updating and upgrading of the Groundwater Data Management System/National Register of Groundwater of the Republic of North Macedonia (GWDMS), and any new information system enhancements supported by the Program;
• Draft technical reports and summary reports related to water permitting, participates in the preparation of expert analyses, information and other materials relevant to the application of legislation, as well as initiatives and participates in the preparation of regulations and acts;
• Participates in the basic assessment of the river basin area and the identification of pressures and impacts, and economic analysis as well as participates in the implementation and monitors the implementation of the program of measures and the efficiency of the measures;
• Keeps records and monitors the implementation of accepted and approved projects from the water programme and realization of funds;
• Prepares reports on the scope of work and prepares data for the needs of budget department and other departments, prepares data on planned fees determined according to the water law to be played in favour of the treasury account and monitors, surveillance and control the collected amount of the collected fees, allocation and disbursement and control), operates the web portal for collection of public revenues to have insight of collected revenues per account on a daily basis and follow the collection of revenues;
• Take part in training sessions on issues related to water permits and consents, economic analysis, financial control and monitoring of the permits enforcement;
• Assist in water management field missions for surveillance and enforcement;
• Work to transfer practical newly gained knowledge among existing and new peers/colleagues.

QUALIFICATIONS

• University degree in civil engineering, or environmental engineering, or architecture, or urbanism and planning, or natural sciences; 
• Excellent written and verbal communication skills in Macedonian;
• Excellent written and verbal communication skills in English (at least B2 level CEFR);
• General computer literacy and solid knowledge of MS Windows and MS Office;
• Ability to coordinate smoothly with multiple parties;
• Excellent communication, interpersonal skills, and reporting skills;
• Excellent time management skills and ability to multi-task and prioritize work;
• Organized, responsible and understands confidentiality;
• Attention to detail and problem-solving skills.
